Defect:
The rear outboard seat belt retractor spring can disengage from the rewind mechanism, disabling the retractor function, and preventing the belt from fitting snugly around the occupant.
Consequence:
In the event of a crash, the occupant may not be properly restrained, increasing the risk of personal injury.
Solution:
Dealers will replace these retractors.
Defect:
The seat belt shoulder height Adjustable Turning Loop (ATL) top mounting bolt was inadequately manufactured.
Consequence:
The affected mounting bolts may not withstand sufficient force to function properly in certain impact situations, increasing the risk of injury to a belted occupant.
Solution:
Dealers will replace the shoulder belt height adjuster mounting bolts.
Defect:
Reprogram PCM – OBD Readiness Codes. The On-Board Diagnostic (OBD) system on about 500,000 of the above vehicles may not reset readiness codes, as required by Federal and California regulations, when a generic scan tool is used.
Solution:
The Powertrain Control Module (PCM) must be reprogrammed (flashed).
Defect:
Failure to comply with requirements of FMVSS No. 209, "Seat belt assemblies." The front seat belt retractor may not comply with the requirements of the standard.
Consequence:
If the retractor does not work properly, it will not adequately protect occupants in the event of a crash.
Solution:
Dealers will replace the seat belt retractor.
Defect:
Sport utility vehicles equipped with a 4.0L engine only, built through March 5, 2002. The design of the intake and exhaust manifolds could allow debris to accumulate at the #3 cylinder location.
Consequence:
This could result in a vehicle fire.
Solution:
Dealers will install a manifold shield to modify the air flow characteristics and to prevent the accumulation of debris in the area of the #3 cylinder.
Defect:
Some steering gear units were assembled with internal end-of-travel-stops that missed the heat treat process, resulting in soft internal travel stops.
Consequence:
This could result in sticking, binding, or seizing of the steering gear.
Solution:
Dealers will replace the steering gear on involved vehicles.
Defect:
The passenger air bag inflator assembly contains an incorrect inflator charge amount.
Consequence:
This condition could increase the risk of a passenger occupant injury under certain accident conditions
Solution:
Dealers will replace the air bag module with a correct module.
Defect:
Some of these vehicles may have been built with fuel tanks with suspect vent tube welds.
Consequence:
Separation of the vent tube weld could result in a fuel leak. Fuel leakage in the presence of an ignition source could result in a fire.
Solution:
Dealers will replace any fuel tanks built in the suspect time period. The vehicle will be inspected and if the bar code on the fuel tank indicates that the tank was built during the suspect period, it will be replaced.
Defect:
Due to a software error, the On-Board Diagnostic (OBD) catalyst monitor will not run.
Solution:
Remedy: Daimler/Chrysler will conduct a recall of the affected vehicles to install (reflash) a calibration in the Powertrain Control Module (PCM) to enable the catalyst monitor.
Defect:

Solution: The electric radiator fan must be replaced.

Defect:
Failure to comply with the requirements of FMVSS no. 225, "Child restraint anchorage systems." Some of the owner's manuals for these vehicles are missing instructions that provide a step-by-step procedure, including diagrams, for properly attaching a child restraint system's tether strap to the tether anchorage.
Consequence:
In the event of a crash, the child seat may not be properly attached increasing the risk of injury to the child.
Solution:
Owners will be provided with an addendum to the owner's manuals.
Defect:
An internal nut in the steering gear assembly could loosen and cause the steering gear to lock up.
Consequence:
This could reduce steering control, increasing the risk of a crash.
Solution:
Dealers will replace the steering gear assembly.
Defect:
Sport utility vehicles equipped with a 4.0L engine only, built through March 5, 2002. The design of the intake and exhaust manifolds could allow debris to accumulate at the #3 cylinder location.
Consequence:
This could result in a vehicle fire.

overheat and cause an interior fire under certain operating conditions.

Defect:
Software error in the instrument cluster microprocessor. Under certain conditions, the cluster, with the majority of its gauges, illumination, and warning lamps, could become inoperative.
Consequence:
Driving the vehicle with an inoperative cluster could cause a distraction, increasing the risk of a crash.
Solution:
Dealers will re-flash the cluster software to correct the condition.
IMPORTANT: Safety Recall #A02 also involves the fuel filler inlet check
valve repair and an additional repair for vehicles built through September 14,
2001. Dealers must verify which recall the vehicle is involved in prior to
completing the service procedure.
Defect:
The fuel filler inlet check valve inside of the fuel tank on the above vehicles may stick in the open position. An open check valve can cause fuel to spill out of the filler tube when the vehicle is being refueled.
Consequence:
Fuel leakage in the presence of an ignition source could result in a fire.
Solution:
All involved vehicles must be inspected to determine if the fuel filler inlet check
valve inside of the fuel tank will stick. If a check valve sticks in the open position,
the fuel tank must be replaced.
IMPORTANT: Safety Recall #A06 also involves the fuel filler inlet check
valve repair for vehicles built after September 14, 2001. Dealers must verify
which recall the vehicle is involved in prior to completing the service
procedure.
Defect: The On-board Refueling Vapor Recovery (ORVR) system vent hose on about
37,800 of the above vehicles may have been misrouted and could allow water to
enter the vapor canister. In addition, the fuel filler inlet check valve inside of the
fuel tank, may stick in the open position. Either of these conditions can cause fuel
to spill out of the filler tube when the vehicle is being refueled.
Consequence: Fuel in the presence of an ignition source can result in a fire. Also, the misrouted ORVR vent hose may make it difficult to refuel the vehicle.
Solution: All involved vehicles must have the ORVR system vent hose routing inspected. All involved vehicles must also be inspected to determine if the fuel filler inlet check valve inside of the fuel tank will stick. If a check valve sticks in the open position, the fuel tank must be replaced.
Defect: NOTE: This recall applies only to the above vehicles that are equipped with a fuel tank brush guard (WITHOUT Sales Code XEE) built through December 13, 2001). Failure to comply with the requirements of FMVSS no. 301, "Fuel system integrity." Under certain conditions, the fuel tank may deform and damage or detach the Onboard Refueling Vapor Recovery (ORVR) control valve. This could allow fuel leakage to occur if the vehicle rolls over.
Consequence: The above vehicles may not comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 301 - Fuel System Integrity. Under certain accident conditions, the fuel tank may deform and damage an internal control valve. This could allow fuel leakage to occur if the vehicle rolls over. Fuel leakage in the presence of an ignition source can result in a fire.
Solution: Dealers will install either a skid plate or a reinforcement bracket.
Defect:
The passenger airbag wiring harness on 27 of the above vehicles was manufactured
with the incorrect squib circuit orientation.
Consequence:
This could cause improper air bag deployment in certain accident conditions.
Solution:
Dealers will add a wiring jumper to the existing circuitry to correct this condition.
Defect:

3/8" TORQUE CONVERTER DRAIN BACK VALVE
Defect: 2003 models equipped with a 4.0L engine only.
Consequence: The torque converter drain back valve on affected vehicles may contain a check ball that swells. A swollen check ball will restrict fluid flow to the cooler and cause the transmission to overheat. This could cause transmission damage.
Solution: The torque converter drain back valve assembly must be replaced.
RECOMMENDATIONS FOR AVOIDING UNINTENDED VEHICLE MOVEMENT
Defect:
Unintended movement of a vehicle could occur if the automatic transmission shift
lever is not engaged in the 'Park' position.
Consequence:
This could injure those in and/or near the vehicle. To help ensure continued safe vehicle operation, DaimlerChrysler is informing owners of some recommended steps to confirm the safe and proper engagement of the 'Park' position on the vehicle's automatic transmission.

Defect: The power steering gear may contain an improperly formed spacer clip, which could dislodge within the steering gear.
Consequence: A dislodged clip may cause increased steering effort, increasing the risk of a crash.
Solution: Dealers will replace the steering gear assemblies.
Defect: A computer programming error caused important tire, rim and inflation pressure information to be inadvertently omitted from the certification label on about 90 of the above vehicles.
Consequence: This information, when used with the weight ratings on the
label, establishes vehicle loading limits. Improperly loading your vehicle can
cause tire failure and result in a crash without warning.
Solution: Installation of information correction label overlay. Vehicle certification information correction label overlays will be mailed to owners known to DaimlerChrysler for the owners to install (or for installation by their dealer if preferred).
Defect: The crankshaft position sensor wiring insulation may crack and expose the wire.
Consequence: In the presence of moisture, this could result in sensor malfunction, which could cause the engine to stall, increasing the risk of a crash.
Solution: Dealers will replace the crankshaft position sensor. All involved vehicle owners known to DaimlerChrysler are being notified of the service requirement by first class mail. They are requested to schedule appointments for this service with their dealers. The work will take about an hour to complete. However, additional time may be necessary depending on how dealer appointments are scheduled and processed. WARRANTY COVERAGE FOR LIGHT BULBS AND LAMPS

Action: Based upon a Dealer Council request in September, an explanation of bulb and lamp coverage is listed below.
Bulbs are not covered by the vehicle warranty. However, to increase customer satisfaction, we have made a system adjustment to allow dealership warranty claim payment up to 12 months or 12, 000 miles even though bulbs are listed, as “Maintenance Costs Not Covered” in the Warranty Information glove box booklet, Section 3.3.
Malfunction Indicator Lamps (MIL) are covered for 3 years or 36,000 miles on all cars and trucks with the exception of 2004 Crossfire, which is covered for 8 years or 80,000 miles and 2002-2004 Sprinter, which is covered for 5 years or 100,000 miles.
Lamps are covered for the Basic Limited Warranty for 36 months or 36,000 miles, whichever occurs first.
Additional Information: A bulb or light bulb is a device that produces light through electrical energy by heating a filament. A lamp or housing is a fixture, such as a tail lamp, side marker lamp, headlamp housing or a high intensity discharge lamp (HID) where the light emitting bulb and lamp/housing are an assembly.
To verify exact bulb/lamp coverage for a specific vehicle, run a DealerCONNECT VIP inquiry with the vehicle’s current mileage and enter the 8 digit Labor Operation for the bulb/lamp in question. Hit the “View” key and then select the “LOP COV” tab to see if the bulb/lamp is covered.

INSTALLING AFTERMARKET ENGINE PERFORMANCE ENHANCING MODIFICATION PACKAGES OR COMPONENTS
Discussion: This bulletin is intended to clarify DaimlerChrysler Motors Corporation's warranty coverage policy on vehicles equipped with after-market engine performance enhancing modification packages or components. Although this applies to all vehicles, Dodge Ram Pickup trucks equipped with the Cummins diesel engine are particularly susceptible to performance enhancing kits.
Section 3.7 of the Dodge Ram Pickup warranty Information booklet states "Your warranties don't cover the costs of repairing damage or conditions caused by . . . any changes made to your truck that don't comply with DaimlerChrysler Motors Corporation or DaimlerChrysler Corporation specifications." This section also states that warranties do not cover "tampering with the emission systems, or with a part that could affect the emission systems".
Unless certified, engine performance modification components violate both statements under the warranty terms. Therefore, prior to beginning repairs to any vehicle equipped, or suspected of being equipped with a performance enhancing modification, it is important to determine whether the needed repairs are a direct result of the kit. If so, they are the customer's responsibility. Keep in mind that the performance modifications may cause damage to non-engine components, such as transmissions, axles, electrical components, etc. Claims submitted for repairs not covered by the warranty are subject to chargeback.
Also remember that dealership installation of such modification components or packages at any time, as well as the sale of vehicles modified with such components before delivery, may violate state and/or Federal emission regulations that carry substantial fines.
